Como resultado del proceso participativo de deliberación, concertación y decisión, el Instituto Distrital de la Participación y Acción Comunal, IDPAC, da a conocer el Proyecto de Acuerdo por el cual se adopta el plan de desarrollo económico y social y de obras públicas para Bogotá Distrito Capital 2012-2016.

El proyecto asume al ser humano como referente central de la política pública y centra su apuesta en la transformación de la ciudad, para que ésta se convierta en eje de la convivencia humana, donde se promueven las capacidades y las libertades ciudadanas, en condiciones de seguridad y equidad, sin ningún tipo de segregación cultural, social, económica, territorial, racial o sexual.

El plan de desarrollo tiene como objetivo principal mejorar las capacidades de los habitantes del Distrito Capital, garantizar la atención integral de la primera infancia, mejorar la calidad de la educación pública e incrementar el acceso a la educación superior de los jóvenes, entre otros aspectos.

El plan se fundamenta en los siguientes principios: Respeto por todas las formas de vida; Defensa de la dignidad del ser humano; Una política del amor y, Priorización de lo público como garante de transparencia y racional manejo de los recursos distritales.
